jupyter notebook - How to fix Permission Denied Error using Python-Poloniex API wrapper

Question

Ive set my account to only accept API calls from my trusted local IP. However, this setting is preventing me from using the API. When running from jupyter notebook from my local machine I get a permission denied error. Turning off IP address restriction allows me to make calls to the API. I have checked how my IP appears to outside servers by running the following code:

from urllib.request import urlopen
print(urlopen('https://api.ipify.org?format=json').read())

The above code returns the exact IP that is in my trusted settings on my Poloniex account. I'm using the python-poloniex API wrapper
